THERE are major advances being made in reforming the procurement function within state-owned entities in South Africa. So says Kamogelo Mampane, SARS senior manager and executive member of the State Owned Enterprise Procurement Forum (SOEPF) : which signed a Memorandum of Understanding (Moll) with the Chartered Institute of Purchasing and Supply (CIPS) towards the end of 1 2011. The purpose of the MoU serves to ensure that all procurement and supply chain officials in Southern Africa are licensed to practice. Mampane explained that SOEPF and CIPS SA share a vision of becoming leading practices for the purchasing and supply communities. SOEPF was formed in June 2004 and is a voluntary forum of procurement/supply chain management heads of state-owned enterprises. Founder members include: Denel, Telkom, PetroSA, SAPO and Eskom. Additional members include Transnet, SAA, SITA, the IDC, SARS, the National Treasury TCTA, Metrorail, CSIR, Transwerk, Rand Water, the Universal Service Agency, National Ports Authority South African Rail Commuter Corporation, City Power, the Umsobomvu Youth Fund, Armscor and NEF, ATNS, IDT and SASDA. SOEPF was formed to promote best practices in supply chain management within state-owned enterprises arid actively promotes and adheres to the Prevention of Corrupt Activities Act.
