IN May, the National Empowerment Fund (NEF), the leading black business development financier, said it was suspending the approval of new funding loans. The reason forwarded was that the NEF, whose trustees report directly to the government under the Department of Trade and Industry, had run out of funds. At the time, board chairman Thando Mhlambiso said that by 2010, the NEF had disbursed the R2.4-million it received from the government in 2005.
