BLACK UNE is Youth Month and we will be hearing more from the government and perhaps the private sector about measures to deal with high levels of youth unemployment. Within the government, the Department of Economic Development is pushing through with the Youth Employment Accord, which is considered to be politically viable by Minister Ebrahim Patel. National Treasury, on the other hand, is working on the youth employment incentive, which “will allow government to share the costs of expanding job creation for young, inexperienced job seekers with the private sector”, according to a statement by the Presidency. The government is using the tax system to administer the scheme, which is probably more economically viable, but faces a big political challenge from Cosatu.
