The small business sector received a passing mention in finance minister Pravin Gordhan's 2013 national budget speech. Considering that small and medium sized business is where most economic growth and job creation comes from in developing economies, this is worrying. In SA, 4,5m people out of the 33m aged between 15 and 64 were unemployed by the end of 2012. This, according to the Labour Force Survey, reflected a 257 000 increase in the number of unemployed South Africans from the previous year. Gordhan alluded to some assistance for small businesses, but failed to provide details on interventions that will stimulate entrepreneurship.
