Mr. Mangcu is a seasoned public sector executive with a Master’s in International Business from Guglielmo Marconi University, Italy.
He has held senior roles in the Eastern Cape Department of Transport, including Acting Deputy Director, and has chaired advisory bodies such as the CSIR Transportek Council and the Global Road Safety Partnership (SA).
With expertise in governance, strategic and financial management, and project leadership, he has contributed to transport policy development and represented South Africa at international forums.
